The Mpumalanga Provincial Legislature conducted a high-level oversight visit to the Mayflower Clinic on March 23.
The delegation was led by the Speaker of the Provincial Legislature, Makhosazane Masilela, and was received by the MEC for Health, Sasekani Manzini. This visit marks a critical milestone in the Taking Legislature to the People (TLP) initiative, a flagship program designed to ensure that the constitutional mandate of oversight results in tangible improvements for local residents.
The TLP initiative is more than a ceremonial visit; it is a rigorous monitoring tool. For the 2026 cycle, the legislature has focused on the Chief Albert Luthuli Local Municipality. By bringing the Portfolio Committee on Health directly to the facility floor, the government aims to:

Mayflower Clinic serves as a primary healthcare (PHC) lifeline for thousands of residents in the surrounding villages. As a PHC facility, its role is pivotal in the Ideal Clinic framework, which aims to standardise high-quality care across South Africa.
The clinic provides essential antenatal care, immunizations, and postnatal support to reduce infant mortality. A heavy focus is placed on the management of HIV/AIDS, Tuberculosis (TB), and non-communicable diseases such as hypertension and diabetes. Serving as the first point of entry, the clinic stabilises trauma patients before they are referred to larger district hospitals. The facility integrates with Community Healthcare Workers (CHWs) who provide door-to-door health education and medication delivery.
During the debriefing, MEC Sasekani Manzini emphasised that the department’s priority is the “Check Impilo” campaign encouraging early detection of diseases. The Speaker, Makhosazane Masilela, noted that the Committee’s presence at Mayflower is a direct response to the community’s need for accessible medicine and shorter waiting times.
The oversight team specifically looked into the clinic’s digital transformation progress, including the rollout of electronic patient filing systems intended to replace manual records and improve patient flow.

Following this visit, the Portfolio Committee will compile a formal oversight report. This document will serve as a roadmap for the Department of Health to address any identified gaps in staffing, medical supply chains, or infrastructure at the Mayflower facility.
