Deputy Minister of Water and Sanitation, David Mahlobo, conducted an oversight visit to the Empuluzi Water Treatment Works on Wednesday, 15 April, to assess operational performance, service delivery progress, and infrastructure challenges.
He was accompanied by the Executive Mayor of the Gert Sibande District Municipality, Cllr Walter Mngomezulu, and the Acting Executive Mayor of the Chief Albert Luthuli Municipality (CALM), Cllr Snana Dhlamini.
The delegation expressed appreciation for the work done by the technical teams and plant management, noting that surrounding communities have been receiving a consistent water supply.
Mahlobo commended the progress made in maintaining operations under what were described as challenging conditions. However, the visit also revealed pressing issues, most notably water leakages within the system.
During a walkabout in the streets, the Deputy Minister personally observed these leakages in the distribution network, noting that they compromise both efficiency and the long-term sustainability of supply.
He also raised concerns about the lack of a functional storage dam, describing it as a critical missing link in ensuring water security and system resilience.
In response, Mahlobo urged CALM management to urgently fast-track the resolution of the storage dam issue and accelerate leak reduction interventions.
“It is not enough to treat and supply water if we are losing a significant portion through leakages and have no buffer storage to ensure continuity during peak demand or system disruptions,” he said.
Both executive mayors reaffirmed the municipality’s commitment to addressing the concerns raised. They indicated that immediate steps are being taken to audit the extent of leakages and develop a clear action plan, including engaging relevant stakeholders on the storage dam matter.
The visit underscores government’s continued focus on oversight, accountability, and accelerating water infrastructure improvements across the district.
